On 12 February 2026, the Indigenous Land and Sea Corporation (ILSC) officially released its Engagement Framework.

Setting the base for the ILSC’s organisation‑wide standard for culturally safe, self‑determined and ethical engagement, the document guides the ILSC’s collaboration with internal and external stakeholders.

The ILSC is committed to improving how it engages with communities over the long term – the Engagement Framework will pave the way for the ILSC’s next chapter in advancing the aspirations of First Nations peoples in Australia.

The Framework is a key outcome from the ILSC’s National Indigenous Land and Sea Strategy (NILSS) 2023–2028, and operationalises the NILSS’ commitments. In turn, the Framework will support:

  • A consistent, principles‑led approach to engagement with Aboriginal and Torres Strait Islander peoples across joint initiatives.
  • The development of practical tools to support culturally safe practice.
  • Clear routes for measuring uptake and outcomes within ILSC’s Performance Framework, supported by the Indigenous Evaluation Framework as it matures.

The Framework anchors the ILSC’s practice in its six core principles: Cultural Safety, Self‑Determination, Free, Prior and Informed Consent (FPIC), Economic Empowerment, Data Empowerment, and Ethical Engagement.

Any queries relating to the framework are welcome and can be emailed to nilss@ilsc.gov.au
