The Indigenous Land and Sea Corporation (ILSC) is a corporate Commonwealth entity established under the Aboriginal and Torres Strait Islander 2005 Act (Cth) (‘the Act’) and subject to the Public Governance, Performance and Accountability Act 2013. The ILSC assists Aboriginal and Torres Strait Islander people to realise economic, social, cultural and environmental benefits that the ownership and management of land, water and water related rights can bring. The ILSC provides this assistance through the acquisition and management of rights and interests in land, salt water and fresh water country.
What is the role?
The Chief Financial Officer (CFO) provides executive leadership of the Finance and ICT functions, ensuring strong financial governance, long-term sustainability, and the effective use of technology to enable business performance. The role partners with the Board, GCEO, and senior leaders to deliver trusted advice, drive organisational efficiency, and support strategic decision-making. As a member of the Executive Leadership Team, the CFO is accountable for financial management, compliance, and reporting, while also leading ICT to deliver secure, reliable, and innovative systems. The role balances stewardship with transformation, driving value creation, embedding digital solutions, and fostering a culture of accountability, service excellence, and continuous improvement.
- Provide proactive financial guidance to the Board, GCEO, and senior leadership to shape ILSC’s strategic direction and ensure alignment.
- Lead financial management, including budgeting, forecasting, investment planning, and financial strategy to support decision-making.
- Oversee internal/external reporting, budgeting, financial planning, Annual Financial Statements, Portfolio Budget Statements, and cashflow.
- Ensure compliance with legislation, regulations, and government reporting requirements.
- Oversee external audits and participate in internal finance audits, reporting to the Board and sub-committees.
- Improve financial governance, controls, compliance, and reporting to safeguard assets and support sustainability.
- Oversee ICT in conjunction with the Senior Manager ICT, including strategies, budgets, and continuity planning.
- Manage ICT frameworks to ensure secure, reliable systems and lead technology upgrades that support strategic goals.
- Provide thought leadership and expert advice to the GCEO, Board, and Executive on finance and ICT matters.
- Align finance and ICT strategies with ILSC’s long-term strategic priorities.
- Champion collaboration, accountability, and continuous improvement across finance and non-finance teams.
- Lead high performing Finance and ICT teams, ensuring efficient, effective, and budget compliant service delivery.
- Represent ILSC in internal and external stakeholder engagements and public forums as required.
- Oversee Finance and ICT fraud prevention, ensuring staff understand obligations.
- Identify governance and performance recommendations to strengthen the organisation.
Qualifications
Bachelor’s degree in Accounting, Finance, Economics, Business, or Commerce (essential)
CA/CPA qualification (or equivalent)

Under the guidance of the Payroll & HR Reporting Lead, you’ll play a vital role in ensuring accurate, timely, and compliant payroll services for the Indigenous Land and Sea Corporation (ILSC) and its subsidiaries, including ILSC Employment.
In this role, you’ll do more than just process payroll - you’ll help shape the employee experience. Working closely with both HR and Finance teams, you’ll contribute to efficient operations, accurate data, and valuable workforce insights that support strategic decision making across the organisation.
You’ll also have the opportunity to build your skills in workforce reporting and analytics and act as a trusted backup to the Payroll & HR Reporting Lead during times of leave, making you a key contributor to our team’s success.

Section/Division:
The People & Capability team plays a pivotal role in empowering the ILSC by actively shaping the organisation’s workforce strategies, fostering continuous growth, and providing guidance and resources for executives and managers in all facets of workforce relations. The team coordinates and manages the Payroll, Human Resources (HR), Work Health and Safety (WHS), Indigenous Employment and Engagement and Learning and Development functions across the ILSC Group to ensure the Group can effectively perform its functions and exercises its powers under the ATSI Act.
Reporting to the Payroll & HR Reporting Lead, you will:
- Manage end-to-end payroll for the ILSC and its subsidiaries, ensuring accurate and timely payments.
- Identify and resolve payroll discrepancies and issues promptly, escalating complex matters as necessary.
- Ensure compliance with all relevant legislation, awards, and enterprise agreements.
- Handle complex payroll matters including terminations, redundancies, and specialised entitlements.
- Use your HRIS and reporting skills (CHRIS21 experience highly regarded) to analyse data and support improvements.
- Ensure compliance with legislative requirements by preparing and submitting statutory payroll reports, including Single Touch Payroll (STP), payroll tax, superannuation contributions, and compliance audits.
- Back up the Payroll Manager and HR Reporting Lead when needed to keep operations running smoothly.
- Support HR reporting, payroll projects, and process improvements.
- Share knowledge and collaborate with your team to deliver high quality payroll services.

Gunbalanya Meats operates under Indigenous Land and Sea Corporation Employment (ILSCE) (Formerly known as Primary Partners) which is a wholly owned subsidiary company of the Indigenous Land and Sea Corporation (ILSC). The ILSC is a corporate Commonwealth entity that assists Indigenous people to achieve economic, environmental, social and cultural benefits through the acquisition and management of land. It was established in 1995 under the Aboriginal and Torres Strait Islander Act 2005 (Cth).
The ILSCE is a specialised unit of the ILSC that focuses on the development and management of commercial agribusiness investments on Indigenous land in partnership with Indigenous people.
Located in West Arnhem Land, NT, Gunbalanya Meats runs a small abattoir and retail butcher shop supplying retail and wholesale products to not only the Gunbalanya community, but other communities and retail outlets around the N.T.
Gunbalanya Meats have vacancies for experienced boners, slaughtermen and butchers for an immediate start. A Certificate III in Bovine Meat Inspection will be looked upon favourably in addition to other skills or qualifications.
Skills we are seeking:
- Experience in processing, boning, slicing and packing for retail and wholesale markets.
- Experience in processing beef and buffalo.
- Knowledge and willingness to adhere to Food Safety Standards and Regulations, SWP protocols and animal welfare laws.
- Knowledge and adherence to hygiene regulations and practices.
- Ability to supervise and pass on skills and knowledge in the work environment.
- Be punctual, engaged and take pride in your work.
- Show initiative and have the ability to work independently and communicate effectively.
- Customer service skills and the ability to inform and assist product selection.
- Experience in retail register use and end of day balancing an advantage.
- Participate in the daily cleaning of the Meat Works, its equipment, and surrounding areas to ensure they are maintained and uphold high hygiene standards.
Driver’s license is required. Rigid truck licence is an advantage but not essential.

ILSC Indigenous Traineeships & Cadetship
Our Indigenous Trainees are directly employed by a Group Training Organisation and hosted at an ILSC office or property. Traineeships are a combination of paid work and structured training over a period of 12 to 24 months, depending on the qualification.
Our Indigenous Cadetship Program links Aboriginal and Torres Strait Islander tertiary students with the ILSC in a cadetship arrangement involving full-time study and negotiated work placements.
